After 2015: promoting pro poor policy after the MDGs

On June 23, a High Level Policy Forum entitled 'After 2015: Promoting Pro-poor Policy after the MDGs' took place in Brussels. It was organised by DFID, ActionAid, DSA, EADI, and IDS, in partnership with The Broker.

The MDGs have played a major role in focusing development policy since their original incarnation in the 1990s. Some development agencies, notably DFID, have gone as far as to judge their activities on the contribution to achieving the MDGs. What happens when we no longer have the MDGs? How will we promote pro-poor policy after 2015?

The Forum debated these issues and addressed three questions:
  • What has been the impact on poverty reduction of the MDG paradigm?
  • What are the major global processes shaping development up to 2015 and beyond?
  • How can we promote pro-poor policy after the MDGs and amid global changes?
The Broker has published a background article 'Beyond 2015: Rethinking development policy' by Andy Sumner (IDS).

Whither EC Aid? Monitoring EC aid effectiveness

On January 24, ECDPM and ActionAid International launched the web site of their joint project "Whither EC Aid?" (WECA).

The aim is to re-position discussions on the effectiveness of EC development cooperation. This will help to develop an evidence-based, common understanding of the characteristics, added value and impact of EC development cooperation.

To serve as a basis for debate, the partners drafted a discussion paper; this is based on a review of available relevant literature and a series of interviews with around 30 decision-makers and experts from both Europe and developing countries.

WECA is now entering its second phase, with a series of workshops, roundtables and a web-based consultation. The aim of this phase is to generate more interactive and open discussions about the role and effectiveness of EC Aid, on the basis of the note.

Using the outcomes of the consultation and research phases, a final report on “Whither EC Aid?” will be written and completed in spring 2008.

Study on effectiveness of EC development cooperation

How does monitoring of EC development cooperation help to increase its effectiveness? How can the added value of EC development cooperation be defined? and how can effectiveness of EC development cooperation be assessed in practice?

A new study by ActionAid and ECDPM aims to take stock of current perceptions and contribute to the discussion on where the pledged aid increases should be directed and how the EU should evolve as a donor. A number of issues will be looked at, including allocation, delivery mechanisms, ownership and partnership, transparency and accountability for results.

The release of the report is foreseen by early 2008.
